财政部近日公布了2024年2月地方政府债券发行和债务余额情况。今年前两个月全国发行地方政府债券合计9444亿元，同比下降约23%。
地方政府债券，按用途分为新增债券和再融资债券。新增债券是新发行的债券，资金主要用于基础设施等重大项目、民生项目等的建设。而再融资债券则主要用于偿还到期债务本金，属于“借新还旧”。
财政部数据显示，今年前两个月全国发行新增地方政府债券5759亿元，同比下降约46%（其中，新增专项债券同比下降约51%）。前两个月全国发行再融资债券3685亿元，同比增长约143%。
不难发现，前两个月地方发债进度低于去年同期，主要是新增债券尤其是新增专项债券发行进度明显慢于去年同期。根据今年预算报告，地方政府今年新增债券限额达到4.62万亿元，比去年略有增加。
多位地方债专家对第一财经分析，今年初发债进度慢于去年同期，主要是去年底增发1万亿元国债资金，相关部门主要精力放在审核这些项目，相应提前批新增债券项目审核慢于去年同期。另外1万亿元国债资金主要在今年给地方使用，能对一季度基建投资形成拉动作用，相对今年前两个月发债迫切性没那么强。预计后续发债进度会逐步提速，以尽快发挥债券资金稳投资促消费稳经济作用。
